Ok, but then there's no way to get the IMAP-UTF7 name for a custom iteration in this list, the only remaining way is to parse the result of the MAILBOXMENU element, which seems to be the last element using this format.

This change means a javascript function will be required to encode mailbox name in IMAP-UTF7 into the
MailboxName form element to use the Copy and Move actions.

Would it be possible to be consistent and remove the IMAP-UTF7 requirement from everywhere? MailboxName and other form fields using the MAILBOXMENU enumeration should accept an UTF-8 name.

This is an intentional change. We see no reason to use the IMAP-UTF7 encoding for folders in the interface. It's cleaner when Utf-8 is used everywhere in the interface - the name is converted according to IMAP standard  just to access the physical mailbox.
