It acts exactly as ThunderBird and Outlook behave. If you receive an email with a number of recipients on it, a Reply All will send to every recipient and sender on the email, other than yourself as you become the sender of this particular email at time of clicking on Reply All. The reason I think this is the correct way is because a copy is sent to you via the email going into the Sent Items folder.
