You're hitting a delivery quota, not an account quota - accounts receiving more than X messages in Y period have their deliveries stalled.
Look at Settings / Mail / Local / Flow Control.
Make the limits very high (or unset them), then wait for the queue to drain. Then set them back to something sane again afterwards.
