I put the Relay: entries at the top and it worked. Any idea why it didn't work at the bottom?

Hmm, it didn't work. I even reloaded the service. Should I put it at the top? Here'a the entire contents of the router:

Trick with the Router table is that everything is processed on a top to bottom basis. Take in to consideration that this may want to be at the tail end of the table. But try to keep things grouped appropriately and use the ';' for comments.
