On the other hand, the blackholes.us web site is still not responding. I'd
guess it's still in the process of being brought back online. While the
blackholes.us RBLs were down, I did find alternative RBLs for China and
Korea (along with other countries, but I only really wanted cn and kr):

cn.rbl.cluecentral.net
kr.rbl.cluecentral.net

I don't know much about the quality of the cluecentral.net lists, except
that I've been using them for the last day or so and am rejecting
connections based on them.

<http://www.okean.com/thegoods.html> has zone files for CN and KR if you
want to serve them from your own internal DNS server. The maintainer of
these lists says that he's had plenty of input from the maintainer of the
blackholes.us lists (Matthew Evans).
