You will get a LOT of opinions, but these are the three I've been using a long time.
sbl-xbl.spamhaus.org
cn.rbl.cluecentral.net
kr.rbl.cluecentral.net
sbl is excellent, the cn and kr lists catch the occasional mass-spam though, so I keep them.
