Yes.  However, if the sender address is routed to error:

spambox.example.com = error

then the whitelisting of bob@domain.com will not have a chance to be
processed.

We use this to protect our whitelisted postmaster mailbox against
egregious abusers like Network Solutions/Annuncio.
